Broadtail Black moor

I'm not really sure if my Broadtail Black Moor has fin rot. He has these white transparent patches at his fins.

they want you to answer questions (http://goldfishkeepers.com/forum/showpost.php?p=1304&postcount=1)to better diagnose the problem .. try to keep good water quality at all times and the fins will grow back to normal.
