Love those Jikins!!
It is also nice to see good Oranda with proper body shape, verses ones with Ryukin bodies....

Why does it look like scales are missing on the Oranda? It is an amazing looking fish. Never have been interested in one, but if I could get one like this one I would.

James,
If I understand your question correctly, I believe that is because it is a calico or matte (nacreaous scale) Oranda instead of metallic scale.
It has very nice and tight wen. I agree, it is a very high quality Oranda.
Fred,
Isn't this what they call Azuma Nishiki? (Calico Oranda)

I know it is calico. Some of the scales look loose like the are about to fall off? They are not against the body, or am I seeing things lol?

Not Fred but I hope you don't mind if I chime in. Azuma Nishiki is a calico oranda but they are meant for top view and the bodies are longer. They have a hood similar to tvr (and this and the finnage is why I like them).
