Is this normal?, fish are active, and eating fine. Here's some pictures. Can anyone tell me what this is? Here's some shots.

I'm not sure what it is, but there're too many spots for me to consider it normal. None of my TVR had this, even the BBR fry that I raised last year.

They are wen infections from Aeromonas, Pseudomonas and/or Flavobacterium. Usually a sign of poor water quality. Clean up the tank and do frequent water changes until they clear up. Clean out the abscesses with a small swab and hydrogen peroxide or potassium permanganate (one time only) and then use a medicated feed for two weeks.

would this be a one time thing or every time I do WC, for a certain amount of time. would I still need to feed medicated food??

If this were my fish, I'd do oxolinic acid powder daily with daily water change for 5 days straight. I don't use medicated food since it's tough to get exact dosings. For bacterial infection, you also have to think of entry wounds causing breakage in the skin layer allowing infection to happen (which is typically caused by parasites).
