Protruded anal/genital vent

I have had/obtained goldfish fry (and older) with a protruded anal/genital vent. This does not improve with time. The fish eats and poops normally. Is this a genetic defect? Can these fish still spawn? I observed some fry of rare variety with this problem but which are otherwise quite nice, and so don't want to cull them. Any thoughts or similar observation.

I have seen this many times and feel it is the equivalent of a hernia and sometimes it occurs in fish that are being force fed too much or they are too fat. I am not sure about how it effects breeding....
